Server cannon settings help... Will pay $$

Hey everyone, I run a factions server and I use BeerSpigot however players are claiming 1 stackers are the only thing that works on my server. I don't have much knowledge on cannoning as I've only owned servers really in my past. All my settings are correct in my configs to allow TNT cannons to work.

Players are saying sand does not shoot straight and it basically just spreads out and does not stack upwards.

Paying anybody money to help me fix these issues, thank you.
