I'm creating a server currently and it plans to have around 25 players on release. It's a survival server and I'm looking for feedback on what hardware I would need (I have a rough idea already). I want to start out with a VPS preferably but if needed I can rent a dedi. The server will have around 25 players on release probably with a stable 15 afterwards and I plan on having roughly 30/40 plugins. Would a KVM VPS with 8gb and 4 cores be able to uphold 30 players with 40 plugins with no lag/20 tps at any given time? If you could leave some feedback on what the best choice is I'd appreciate it.

It really depends, 4 Cores and 8GB RAM on a low-end CPU will not suffice. Although on a high-end VPS, you could run comfortably with 2 Cores and 4GB RAM.

To be honest though, if it is less than 50 players I don't think you need a VPS/Dedi at all

I agree. You don't really need a dedicated server or a VPS for that amount of players. Shared hosting would do fine depending on the host and the specs. I mean, if you still decide you want a dedicated server/VPS. We have dedicated servers currently and are bringing in VPS soon.
