After playing on many servers over the last 4 years I have noticed that server owners don't put enough time and thought into there In-Game shop prices. Finding exploits to get rich quick is often easy. I have built a shop, and includes item pricing that is balanced, and impossible to exploit. The main value of this build isn't the build itself but that the prices are setup perfectly.
If you're looking to sell spawners, I have that setup as well, When I made this shop, selling spawners was quite tricky, I'm not sure if it's still like that, But I have them setup with Essentials kits, which I can also send you. If not they can easily be removed.
I will fully help you setup all of the features I mentioned here, and I will send you the shop via a World Edit Schematic, or world download, which ever you prefer.

I recommend the use of this free plugin: GUISeller
Which will allow users to sell items in bulk from anywhere in the world.
I have a pre-setup config that fits with the prices in the shop I made so you don't have to worry about setting it up yourself and making sure all the prices match. (Included)
Also, this shop was made with the idea that crafting hoppers was disabled, so they sell for quite a bit more that 5 iron and a chest. If you're interested in disabling hopper crafting use this plugin: NoHopper
Otherwise lowering the Buy price for hoppers would be easy
