Could we get some kind of shoutbox on the homepage?

We removed the shoutbox since it was very spammy / overactive and on multiple occasions difficult to moderate, moving it to Premium only makes it less active and far easier to moderate. It had been requested to be added back, so I added it back as a Premium perk. It's been there a few days and is going far better.
