Shoutbox Pop-Out feature

This would be a feature where the ShoutBox will "pop-out" into a new window.
Not sure if this is even possible, but it's a nice feature I've seen on other websites.
But it just makes it so I can have like for example a youtube video on the main tab, and the shoutbox window in another spot so I can see both at the same time.

I actually think that isn't a very good version of that idea.
It should pop-out so that it is in a specific window size, that's small, and should be a fully different window.

It is a different window...
And you can adjust the size to whatever you want....
You can move it around to wherever you want...
It's absolutely no different from a popout, minus the quarter inch of tab space.
I don't believe that a quarter inch of tab space is worth spending hundreds of dollars on a new addon.
