This is an issue with our ads manager which is known and planned to be fixed in the future with custom development we have planned for the ads manager. The issue is specifically because packages don't remember the user criteria we set so it must be done manually each time a new banner is approved.

I'll move this to the bug report archives because it should be fixed soon, thank you.
