Silk Touch Spawners and Rank/Command voucher plugins for 1.19.4

Im looking for someone to help me with my situation

i have a plugin for the silk touch spawner but it doesnt work the way i want it to
i do the command and it gives the spawner of the mob i said
but it shows up as a blank spawner as the name which can get confusing to players
and i can rename them but they go back to the orginal name after breaking them again

so im looking for someone who can help me with this problem
maybe make it to where when i put in the command it actually gives me the spawner w the name of the mob for example
/spawner give TSBFunny Cow 1

the name would be Cow Spawner instead of Spawner

sorry if thats confusing



also im looking for a voucher plugin in which if a player has a paper
for example "Donator rank" (right click to redeem} or "Fly Command"( (right click to redeem)
it would then give the player the rank or command upon redeeming it

thank you for your time and hopefully yall can help me or point me in the right direction of a plugin that exist already that works for 1.19.4
