I am starting to make a Op-Prison server but I am not sure where to start or what plugins to get!

I wouldn't like to pay but that will problem for most people.

if u cant pay on here chances are no one will help u seriously. I already am helping out another person set up plugins for their prison server. and its OP. Quite alot of work. but I try to offer fair price.
