Spigot Spam (Console and Chat)

So, this is odd, I have never seen this happen before in any server I have had. Basically, my console and chat is being spammed with;

true
50
false
50
false
100
true

Its not down to any plugin since I removed them all and it kept happening. I have timings on hand and logs but there isn't anything that stands out to me. Any help? Server version 1.8.8 Spigot
