As far as I am aware, suspended users cannot use shoutbox.
As Kitcat said, he probably just sent it earlier, and then got suspended.
It's likely that on Skype he was messing with you.

How does a user get suspended? I am assuming its like a tempban, but it doesnt appear in the 'banned users' so its hard to tell why and how long they were suspended for.
