Only reason that this could be like that is because of the searching that happens whenever you create a new suggestion and for me it works just fine. I'm not able to replicate that effect of it turning orange either.

Fairly easy to replicate.

Click on "Create new thread". Then click "Contact us" on the bottom of the site. If you click on the title bar again, it'll make the background orange.
