I need a plugin, where for every hour a player has been playing, they receive a message in chat, and they receive 3 emeralds. I am looking to pay a few bucks for this, as it's not that complicated.

Moderate plugin developers could easily make something as simple as this in less than an hour. I don't see the problem with $4 for something as easy as this.
