text based plugin needed

I'm looking for a plugin where i can give players custom made(by me) tokens. So i would be able to make a token in a config file named
Shiny(when this token is redeemed, this would run a command "/pokegive *playername* $argument$ s")
Regular(when this token is redeemed, this would run a command "/pokegive *playername* $argument$")

Then when they feel like redeeming them, if they do
"/redeem Shiny Charmander" (Charmander being the argument)
"/redeem Regular Charmander" (Charmander being the argument)

If people do "/tokens" They would see something similar to this:
You have following tokens left:
1 Shiny Token
1 Regular Token

No GUI has to be made this can all happen in chat. One last thing i would have to be able to check what the argument is.
For example i want people to be able to redeem some items, but refuse them to redeem others.
So there should be an option in config where i can add some sort of a forbidden list.If people run any of the names in the forbidden list the command should not work and give some sort of warning.
I know this seems alot but i added as much info as i could so everyone reading this would understand,
it seems fairly easy to make, but i have no knowledge about it.

If this is completed i will also hire you for a 2nd smaller (easier)plugin.

I'll clarify since i probably didnt express myself clearly. I did not offer $50, but the offer i got from someone is currently $50.
Logically i'm looking for the best deal for myself. 2people already have added me on skype(i have yet to to talk to them).
So i wont add you since i dont know if $50 is your bottom price if it's not you can offer here or add me on skype and we'll talk.

This could be used for other servers since the names and commands a changeable by the admin. And since minecraft changed its ids from numbers to names recently it will work flawlessy.

If you wanted someone to be able to redeem any diamond tool, but no weapon you could use a "diamond" token for example.

/redeem diamond axe
Could run" /give *playername* minecraft:diamond_$argument$ 1"
If /redeem diamond sword was typed you could dissalow it because its a weapon and not a tool.


I will clarify a bit as how i see the files.

Users.yml

Pixelhouse:

Shiny: 1
Regular: 3
Legendary: 0​

Steve:

Shiny: 2
Legendary: 1​

Config.yml

Shiny:

Cmd: "/pokegive *playername* $argument$ s"
Ann: "*playername* just purchased a Shiny $argument$"​

Regular:

Cmd: "/pokegive *playername* $argument$"
Ann: "*playername* just purchased a Regular $argument$"​

And somewhere in those files i want to be able make a list of acceptable arguments and forbidden arguments for each token.

List.yml

Shiny:

Allow:

Charmander
Bulbasaur
Squirtle​

Deny:

Zapdos
Mewtwo​

So.if the argument is in the allow list you can.run the xommand and take the token.if its in the deny list you give an error its not allowed.

To clarify the token names, commands, announce is something i have to fill in myself, aswell as the allow and deny list.

Alright i'm still looking for someone,
i will not go into details because i don't want the person in question to put to shame.

But basicly i'm still in need of this plugin, so if anyone want's the job add me on skype *removed*

I have some source files from the previous attempt which was finished 95%,
it just kept disconnecting people and i could not use it, and the person could not fix it.
