I'm pretty sure no developers would help you because they can make more than $20 monthly and they get more than $100 a day most of the professional developers, and why would they help you instead?
I would have to agree. You won't not get anyone particularly good at Java/Skript/etc, but, I suppose they would get better at it over time.

If I was a developer I wouldn't evan think about developing for you. Here's a few thinks that make me turn off right away:

• You have no clue how to hire a developer. 1 thing: You say a developer has to be ages 12+. No 12 year old developer should be hired at all. Might want to bump that up to 15 ;).

• One of your requirements is 'Must have a professional manner when dealing with a situation'. From what I see you don't evan have that.

• $10-$20 per month! A lot of developers charge that for one single small plugin much less a monthly whole monthly salary.

• A developer shouldn't have to help you financially. Your paying the developer, he's not paying you..

Please don't take these criticisms the wrong way, take them as a suggestions :). But good luck finding a developer for your network. I would suggest you pay per plugin but just my opinion.
