Possible you have cracked plugins. If not your spigot is probably not optimized for the plugins which makes your server have to work harder.

all of my plugins are paid for which I don't understand and how I would optimize my spigot?

Either it's one of your plugins or your Server Specs are low and cant handle your plugins. Those are the only 2 logical problems. Either get faster ram / more ram allocated for that bungee server or get a faster dedi with a better CPU and faster SSD / HD
