Way to prevent scamming [MCM Money]

Probably wont happen but this will prevent scamming 100%.

MC-Market could have a depositing money system into MCM and you could withdraw it too.
An MC-Market user deposits $50 from his Paypal to his MCM Balance.
This MCM username is MCMBuyer395 (For example)
This MCM user is buying plugins.
MCM user MCMPluginDeveloper395 (for example) is selling plugins!
They make a deal on skype, and since MCMBuyer395 has $50 MCM Balance, he sends it to MCMPluginDeveloper395.
MCMPluginDeveloper395 now has $50 MCM Balance. Now, before he can withdraw it, he needs to wait 7 days to do so just to prevent scammers. If a scam report is opened on MCMPluginDeveloper395, he TEMPORARILY loses withdrawing rights/permissions until it is closed or resolved. If he is found guilty, MCM can easily take the money back from MCMPluginDeveloper395's MCM balance and send it to MCMBuyer395's account for him to withdraw.

Think about how much scam reports this can solve. Don't blindly look over this, lets put this in another scenario.

You are buying a CSGO knife on MCM. Money goes first from MCM Money Balance to the CSGO knife seller. Once the CSGO knife seller recieves the MCM Money, he can go ahead and send the knife. If he doesn't send the knife, the knife buyer can open a scam report within 1 week (1 week is how long until the Knife seller can withdraw money to paypal) and the knife seller's withdraw rights (to paypal) will be temporarily denied, once the scam report is opened.
Simple right?

Unfortunately creating another currency is just inconvinient even though in theory it will be better than the current BTC and paypal. Online transactions are just risky and sometimes paypal just calls u up and terminates ur account for no fucking reason its life.

BeBosny has control of the PayPal account now. It's a business account - and was therefore transferred to BeBosny when the business was. However I'm sure this has been suggested before. And I'm sure it was declined. Could be wrong.

How many bloody versions of this suggestion do we need? It's WAY too slow. If it took me 7 days to do deals via this website, I'd move to some other platform stat. I can't be arsed to come up with the entire argument once more, but I'll come update this comment once I've got a bit more time on my hands.

People need to seriously take a gander through the denied suggestions before making one.

I suggest there to be a new rule, if a user created a new suggestion that has been suggested and denied 20 times they should receive a warning it some sort of harsher punishment. This has been suggested so many times and the hate has always been extremely strong.

not to mention that comes with the everpresent problem of false scam reports.

Even if something like this would to be agreed on and was put under development, who would pay for it? I don't think McM has the budget to pay for something custom like that
