What does sniping mean?

If the machine/network the sniper is hosted on is slow it can delay the time in which the sniper attempts to get the name by a couple of milliseconds/seconds therefore if someone has fast reactions they can grab it just in time...

Speaking of this I need an account hella fast if someone wants to give me one or $5 to buy one.
