I'm personally not a fan of web hosting because I like to have full control over the actual server rather than relying on a control panel like cpanel. For a VPS, I'd recommend RamNode. If so really any web host will do fine, you don't need a VPS, plus you'll get to use cPanel with a regular web host which costs $15/m by itself for a VPS license. StableHost is a good web hosting provider, I've used them in the past.
