Where can I hire good web developers that know what their doing and can speak English?
I've had experience with freelancing sites (oDesk, elance etc) and it hasn't been good. The sites are full of Indians and other foreigners who barely speak a word of English. Their profile seems to be spot on but once you start communicating with them, man - it's horrible.
I don't want to spend a fortune, but then again, I want quality work from an English speaking developer. So, where would you suggest looking?
