Your sub to view count ratio is extremely off, most minecraft youtube accounts have about a 30%-50% sub to view ratio, also your grouping is off, you can't really group a 1k content creator with a 5k. . . Saying that, you should use an equation to pay the content creators depending on their views. I recommend ignoring sub counts simply because people drop their accounts come back, and visa versa.
Try this:
(x/200)*2.5= how much you pay them
X being their avrg 1 week view count
I personally use this in selecting smaller youtubers (under 50k subs) to do videos for me, and I can say the returns are great.
