Vouch for Carlos! I had him make me a couple of plugins and he did them exactly as I needed them. So far he has been able to hook Worldguard and GUI's into my plugins, just as I wanted. I would recommend using him if you need a plugin done. I would consider the plugins he did for me to be of moderate difficulty.
