Ranks: Added a VIP Rank with cosmetics support and a brand new VIP prefix.
Fix: Integrated ConsoleSpamFix to filter out unnecessary console spam.
Commands: Included commands.yml to give priority to FancyNPCs over Citizens2 (required for cosmetics).

- Fixed an issue where health below nametags was not displaying correctly and always showed as 0.
- Resolved by disabling health in BedWars1058 config and configuring belowname health inside TAB config.yml.
