Optimization

Fixed the plugin checking nearby signs (more optimized)
Optimized checking every player movement if banned from a plot, now checks a lot cleaner.

Overhaul Update

The sign placement setting. now you run /plot sign <id> and place the sign in the ideal location to set it!

Fixed block breaking/placing inside a plot you own/member in causing it to not happen smoothly.
