Better Withdrawal and Deposit, owner menu button in atm,
owner menu can disable atm for others, collect earnings or upgrade for instant deposit meaning owner can get instant money without needing to withdraw default cost 10000$

Added a /bal, /balance chest gui,
Added a bank block (/atm) that only admins can spawn
- It is planed to add a crafting recipe in the future, you can however use any recepi plugins to allow crafting the bank block
Added /baltop, /balancetop
Vault support has changed now vault is used as the bank so you can deposit and withdraw items from there, currently its either all or nothing, i will in the future add so you can withdraw and deposit a chosen amount
