Kyra - An Advanced Infractions System v1.3.3

- Resolves infractions resetting to 0 when the server restarts.

• Fixes MySQL error (Ridalarry / Ask3r).

• Fixed an issue with the expire timer not reducing infractions after the first one expires (Ridalarry / Ask3r)

• Fixed an error caused from auto-removing infractions over time.
• Hid saved data message due to a request.

• Removed saved data notification.
• Increased time between save-interval from 5m to 6m by default.

• Fixes an error reported by a user.

• Removes a (debug) number being sent when removing an infraction.
• Added /Kyra Reload to reload the configuration.
