Hotfix - Version Update

What's new?
Some forgotten features had been fixed and being working now

Features:
+ Added World Blacklist - config.yml
+ Added Kill Effect Cooldown - config.yml

Hotfix:
- Fixed all issues with under 1.21.4 versions
- Sound library should working fine now
