Stellar Settings - Optimize your server v10

It's finally here!
So many people asked for an update, for a long time.
It's finally here: Now StellarSettings also supports 1.21.X!

Several extra recommendations added in the main page as well.

WARNING
I added optimized server files for 1.8, so you can use them on your server. However, I still do not recommend you to use this version on a production server.

Why I don't recommend it?

Extra Changelog:
