I'm new to this website and I'm planing to enter the "Advertisement" corner and pick up a YouTuber who can advertise my server, my question is after dealing with the person who will advertise my server can someone mention me the procedures that should be done next? and how I stay safe from scams?

You can be scammed by youtubers , there's a 100 % chance.
The best action to do , is let him or her upload first then you pay. since youtube videos can be deleted there is no worry of that

Okay and how can I guarantee that this is his/her real channel, what proof should he/she show me
Incase someone was claiming to be the owner of a channel that is not his
