I will be representing myself as a Java Developer in this thread, with point to create plugins.
Unfortunately just recently I've got scammed for around 1,200€. That's the reason I am creating the thread at the moment, to at least try to recover from some of the loss.
As for the previous work or portfolio, my resource is TOP #1 on MC-Market (https://www.mc-market.org/resources/5641/). If that doesn't satisfy or gives enough evidence, I will be glad to provide more work.

I think Notifyz could improve on some aspects, however he's proven to be pretty good at what he does. If you need a intermediate-to-a-bit-experienced developer your best bet will be him. I'm not on the best terms with him, but nobody can deny that he has improved over the years he's been on minecraft-market, good luck with sales.

As previously mentioned to everyone who was interested in hiring, that would depend on the project itself - features that it requires.
Someone might define the practice core as a plugin with only 5 commands, while someone else defines the practice core with 150 commands. I hope you got my point, so it's quite hard to determine the price without any details.
