There is no really "Best" AC. 90% of clients have at least ONE bypass in an anticheat.
You can look around MCM, Spigot, Bukkit isn't really a good place to go, not much new plugins going there.
But here are some.
NCP - It's decent. It's better if you have a good config for it.
AAC - It's good. Never used it before but its' antiaura is good.
Spartan - It's good. Never used it but it does prevent a very good amount of hacks.
Those are so far good ACs that I know of, other than custom coded for you.
Which said, you should best go with finding a good developer(s), and get a custom coded anticheat.

They use NoCheatPlus.
NoCheatPlus is very powerful. You just need to configure it and all other plugins correctly, so they don't conflict.
