0xc00007b Error when running an app.

Alright bought a new PC and was trying to play GTA V out of all,

Install the GTA Tool setup from Social Club, it ran properly installed DirectX and ish but when it goes into the loading box a notice pops out saying -

We cannot open this application, Error 0xc0007b


Its a completely new PC with 2005, 2008, 2010, 2012, 2015 C++ installers for x86 and x64 versions, DirectX 12 is installed.


- Just a note, the thing works fine on my Laptop with Windows 10, same components as my PC expect a gfx card.

Not sure, I don't see any .net frameworks in my programs list though and yeah I've updated the windows like 1 hour ago.
Although, my laptop doesn't have. .net frameworks either
