1.14+ teams plugin

Hello, looking for a developer who would be interested in creating a 1.14+ plugin that is similar to factions but more for an SMP. The plugin is simple, players may create teams and wage war against each other. Players on the same team may not attack each other. This must be compatible with permissionsex to retrieve rank prefixes. As for storing teams, it can be flatfile. The project overall must be a maven project built with Intellij, upon purchasing, I'd like the source code but I don’t want exclusivity, after purchasing, I don’t care what you do with the plugin. Commands
- /team help - Lists all subcommands
- /teams - Lists all existing teams
- /team <team> - Shows the specified team, if unspecified, shows your team
- /team create <name> - Creates a team
- /team leave - Leave team
- /team disband - Disband team (Must be the leader)
- /team ally <team> - Ally with another team
- /team rename <new name> - Renames team
- /team promote <username> - Promotes the specified user in the team (Member > Captain > Leader (Leader requires extra confirmation)
- /team color <color> - Set a color for the team which is seen every time a member of said team chats (i.e. &4, &3, etc.)
- /team claim - Gives command sender a tool to claim (Power-based, such as in factions, the more members, the more power. More power, more claims)
- /war <opposing team> - Declare war against another team
- /war accept <declaring team> - Accepts war against declaring team

War
When a team declares war against another, both sides must accept. The goal is to gain more points than the opposing side. Points are gained by killing members of the opposing team. Each kill gives 1 point. Wars last 2 weeks. When war is declared between 2 teams, it will be broadcasted in chat and from now on the chat format will look like this:

Otherwise it looks like this:

Why’s IntelliJ a requirement? I use it but it’s just funny. Maven is fine but the IDE really doesn’t matter.

Preference. Since I want src to this I’d like it to be made in the same IDE I use. Regardless of Eclipse support in Intellij.

But that doesn't matter. It's just an IDE. IntelliJ has an option to import a Eclipse Project anyway.
