[1.8] Mines Plugin (Gambling Game)

Plugin Commands:
/mines {wager_amount}
/mines help (Player Permission)
/mines reload (Admin Permission)

Plugin Permissions:
mines.player (Permission to use /mines help)
mines.admin (Permission to use /mines reload)

Mines:
After entering your wager amount a 27 slot GUI will come up (3 rows of 9) and will all be filled with gray glass panes. A specific number (set in the config) will be the bombs and the rest will be safe. Each safe click will give the player X multiplier until they either cash out, or hit a bomb.

Plugin Hooks:
Vault & Possibly 1-2 more currencies with other plugins that I have.

Configuration:
Everything should be configurable, everything in the GUI for the mines, the help message, and every other message should be able to be changed.
