As the title explains, Is 1.8 pvp still popilar?
And is it any point to open a server in this niche?

It's a bit of an oversaturated market, I'd recommend looking for something new. But if you think you'll be most passionate about something revolving around 1.8 PvP and think you can market it effectively/offer a unique experience/or just have fun making it, then go for it!

Players will only play if there’s other players to play with. So new servers don’t get much success

Existing servers that have been using 1.8 PVP since the beginning are unlikely to switch unless they feel like they have to. Newer servers that need to gain a player base are using the latest version, which has become the most popular. Those who prefer 1.8 combat are older players who were against the 1.9 combat update or people wishing to play on Hypixel or another 1.8 servers. Servers that are less-PVP-centric but don't want the burden of optimizing for the complexities of newer versions are choosing 1.12 because it's not going to have its support dropped for a very long time.

Although tiny, some servers are still using ancient 1.7.10 as a lot of older mods and maps were never updated after Microsoft acquired Mojang back in 2014, leading to a 2-year hiatus of major updates until 2016 when Mojang released the controversial 1.9 combat update.
