1.8 - TNT Cannons dont work?

In 1.8 when i make a TNT cannon the full cannon blows up and under water blocks get blown up, water doesnt protect blocks.

How can this be fixed? Thanks

There is something to do with paperspigot that can revert it back to 1.7

Yes, but gontroller along with saicopvp edited it so there is 1.7 cannoning.
