Yeah, getspigot.org has 1.9 jars if you need it.

If you want a 1.8 jar but also want 1.9 users to connect, use a plugin called ViaVersion, along with a 1.8 jar file. This will allow both 1.8 and 1.9 users to connect.

The third party sites, like getspigot are NOT supported by Spigot and are actually ILLEGAL (if I remember correctly).

Building from buildtools is easy as shit anyways lol
