You should do buycraft giveaways for top 5 voters every month. This way you would get more votes and eventually more players.

To start with, tell your friends, then it turns to word of mouth, friends tell their friends and their friends tell their friends. Next it posting small cheap advertisements, then scale upwards, then YT'ers. Then live streamers, and so on.

People were supposedly going to get arrested and have their servers shit down for selling game enhancing items. Hasn't happened once in almost a year and a half.
Oh because a billboard saying "Love Minecraft? Love to play with your friends? Join 192.168.1.1 Now!" is going to get you in trouble?
Hell no. Mojang doesn't even own the Minecraft TM. They're lucky they got a license to use the name for their branding. What's mojang gonna do? Take you to court? Then what will they do? Make an ass of themselves when they loose?
I'm just saying. if you want to break that rule and advertise so publically on a billboard for every mc player to see, chances are Mojang will notice xP. If not, consider urself lucky or mojang lazy. Im just putting it out there.
I know this isn't the 'nicest' way but get a spare account, go on a popular server and have it be like a spambot but setup for every 10 secs avoiding cooldown, also whenn doing this add something players might like, like every 10 ppl you get free keys or something.

If you are looking for a free option i think what i would do is make an offer on the server, like a referral system, so give everyone on your server an option to win if they get 10 people to view the server or something like that Hope i win. good luck everyone.
