You looking at about $2k+ for the standard system. With the intent to resell work without any recognition to the real developers behind the project, multiply that by 3 or so. It's best to have a budget in mind for this, it's quite an extensive and expensive task you're seeking to be done properly.

You do understand, a "Panel" would require a Daemon, a Daemon would require a fullstack Developer or node JS Engineer. Both would run you just under $200/hr, or a starting fee of $5000+ Also building a control panel for "Minecraft" isn't something you want that much anymore the hosting market is supersaturated.
You'd want a panel that can do everything; Gameservers, Dedicated Server management, OpenVZ/KVM VPS Management, Web Hosting (Maybe?), VPN management, Teamspeak Management and so on. Otherwise really, its not worth your money. And by the looks of things you're trying to make your own version of multicraft here? Where you can resell it to others turn a massive profit.
Granted Multicraft must make a shit load. But that's because they started (He, "Daniel") started at the right time in the market. (Yeah he rakes in a fuck-load of cash every month).
But making something like that would be extremely challenging. You'd need to find every security flaw, you'd need at least 2 full time developers to provide constant support & updates. (Not cheap); And you'd need to provide much more than just a "Themeing" feature over multicraft.
But Good luck, I'd recommend contacting: http://magmastone.net/. Alex (The developer) is extremely talented, and very understanding. But not cheap by any means. Plus has experience.
