I recommend a consistent YouTube series that would last 3-4 weeks. That way your player base grows stable and you have a "face" for the server. I can help you if you choose to look for that, and I am sure we can work out an offer for something less than $400. Here is my information.

You won't really find any slots for under $400 except for TopG (Which is a complete waste).

Hiring a youtuber is your best option. If you want one of the bigger ones like ASF Jerome or Antvenom you can get 1 video out with them with your budget. However they mostly do mini game stuff so you would need to have something like that on your server. Hiring a smaller youtuber can get you more vids. I recall the owner i worked for got TBNR Frags or something for 200 a video so you might be able to do 2 of them. You will definitely notice the boost of players. However, your server needs to stand out for a good amount of them to stay. If your server is very generic like Prison, Factions, Skyblock ect. most likely very very few will stay. There are servers that offer that already and more.GL, hopefully you find something or someone that works

I'm not sure if your YouTuber services are that worth it, your main subscriber and view count are from your Minecraft update videos. In your factions let's play videos, your view counts are nowhere close to that of the Minecraft patch updates. I'm pretty sure that most of your subscribers are not really interested in Minecraft gameplay, but instead you telling them what is going to come out in future updates.
Please correct me if I'm wrong, I'm just stating my opinions about your services.
