You can get a plugin where they type /scratch every 24 hours and basically their will be a GUI with 9 white stained glass panes and the player has to drag each one into their inventory and the glass panes will dissapear and once all of them are gone it will give them a randomized prize.

Levels: if you are level 1 you are at spawn map but if your are 10 you can go to a other map with beter people

I would suggest getting a custom coded plugin to rotate maps every week or something like that.
