I know but it is actually possible. Freemcserver.net for example. The only issue is that you cannot possibly add plugins or it's just too hard to do that, even with guidance. If it only had that, it'd be the perfect fit for such requirements.

there's so many reasons why you shouldn't use them
Starting from poor customer support, the code not being optimized/up to date, sharing resources with other servers that can slow down your server and even worse those "free" server hosts can be used for malicious purposes.
Nothing is free, the hosting providers need to earn money to keep their servers on and improve their services and if you are not paying for the product, chances are you are the product.
