Still <$0.30/server (The price he's requesting) isn't really profitable unless they're really oversold. Also it being a bulk order makes it more difficult because 100 servers of 256MB will use more CPU than 50 of 512mb and so.

I'm just wondering, how do you get 100 IPv4 addresses that are worth less than $0.30 each?

It would likely be 1 shared IPv4 address for all 100 servers. MC servers don't require their own address, just an open port. Around 65500 MC servers can run on a single IP. (65535 ports per IP, but some are used for FTP, SSH, HTTP etc). Dedicated IP addresses are considered an optional extra, as some people want the default port (25565) for their server.
