These 4 questions should be answered before I even consider to buy this.

No it doesn't have a fanbase , I created a new server and my players , staff switched over to there.

For 4$ I could get a build team to build a factions server for me, which this guy is pretty much offering.

Hire a build team, to make you a server for $4? Any good builder wouldnt even make you a prison mine for that. Its a fully made server, ready to go with hosting, it is well worth $4.
