There is a guy in one of my skype developer groups, who claim to give 45$ an hour, for a couple of months, our community is pretty small, and I find it hard to believe anyone would want to invest that kind of money..
Something fishy is going around, it's not just me, right? that payment sounds ridiculous to me, in that price he can buy a professional server...
My question here is whether this guy is scamming me and the others in the group or not

45-50 is normal market price. Never seen numbers up to 90.

That's unrealistic. Sure, it's possible, but for freelance web developers, it looks like $25-30/hour is the norm.

Agreed. Fully professional software developers are almost always in high demand, and you can pull some serious salary if you get a good position.
