I'm just gonna say that you won't find someone to do this for free. It's a pretty big project for nothing in return to the developer.

There are many free scripts online for this; a simple Google search would help.

If you're looking for something more, such as format sorting, format restrictions, IP address restrictions etc, you're gonna need to pay.

If you're looking to create a site such as Imgur, then having no funds will put a block on that.
