Once you enable the shaders there should be a settings button next to them to configure them, and you can get brighter nights by either turning on your gama, putting your brightness all the way up and turning down smooth lightning or if the shader itself has a brightness feature you could put that all the way up too

I could be wrong, but I believe it may be possible that the blue background was actually part of the texture pack. I don't quite know what texture pack you are using, but it seems to be a 32x edit of the default pack.
