Maybe Something With Head Ranking Plugins Like the Archon Or Maybe a plugin Where Its Like a Government!
A custom enchant plugin. So basically their would be a few custom enchantments, I have all of them in my head so lemme list them 
Glide- An enchantment that you can put on your armor and when you jump off somewhere, you don't fall down but rather slowly glide down.
Poison- An enchantment for the sword which basically has a 1% chance (That's a lot when you're having a huge fight with like 4 hits to each other per second) of poisoning the other player.
Speed- An enchantment for the boots which allow you to run faster than usual.
Heal- An enchantment for your axe which when you right click, you get healed with 3 hearts with a cool down of 20 seconds.
Flame- An enchantment for the pickaxe which basically has a 20% chance of working. When it does work, it lights with fire and shows some fire particles on whatever it was mining on and after like one second the block disappears and you get whatever it would've dropped in to your inventory.
Magma- An enchantment for the bone (yes, the bone) and it basically allows you to spawn Magma Cubes (that won't hurt you) that explode (used for raiding/mining/fighting)
These are just a few ideas which are all custom and I have never seen any of these anywhere.

Level pvp: if you are 1-10 your in first city 11-25 second enz. the mobs will give more exp how higher you are and if you are 100 you can build things in wilderniss

A advanced bounty plugin. It has two modes:
Head mode:
When you kill a player with a bounty on them, you get their head. Their is two things you can do with the head:
A: Claim the bounty and give the person who placed the bounty their head.
B: Take a percentage of the head owner's money, and have the bounty placed thrown into oblivion (it goes to nobody, since they took a percentage)
Money mode:
Basically the average bounty plugin.
(May already be made)

A plugin where you need to pay a certain amount of cash for a certain amount of time like 10,000 for 1 week and every hour based on a certain timezone someone of the people in the random rewards will get a random reward could be anything from an iron ore to a monster spawner

Instead of money have items as rewards such as crates or monster spawner etc
Have the option as a player if you have a bounty to pay to keep your bounty down for a while
