I've talked a good bit of people that are ban evading under new accounts. Just be careful who you deal with. I non negotiably will make any user that doesn't have premium or supreme, and that doesn't have more than 15 rep go first, or there's no deal.

Just use common sense, check who you're dealing with, take precautions, and you'll be fine, whether you're dealing with a new user or not.
