1.7 - 1.8.x is dead, you will not have any success with creating a community for these versions because everyone has moved to newer versions of the game or quit entirely.
You cannot offer payouts or sell any pay to win items since factions is considered a "competitive" game mode in Mojang/Microsoft's eyes. with that in mind you'll find it really hard to even create a community as players only play for $1000+ payouts that you can't do, and you can't even recoup the payout money or hosting/operating expenses with donations easily since you can't sell kits, crate keys, month crates etc. anything that gives players items that grant an unfair advantage.
