A chest rename plugin

Hey anyone can make me a plugin where like if you open a normal chest on the top left theres the name "Chest" im looking for a command so like you type "/chestrename Thisisatest"
So it would change the top name chest in a normal chest to "Thisisatest"
So you kinda rename the inside of the chest.
I also would like it to have perms but we can talk about that over skype.
